So Why Didn't Obama Prepare for Sandy?

Here's an honest question for our liberal friends:  Given all you had to say about Katrina, why didn't Obama's FEMA know to stockpile gasoline, food, water, medical supplies, etc. in the entire week they had from the time they knew Sandy was coming until this unfolding nightmare?

Possible answers: (1) Barack Obama is an utter incompetent who can't even remember his own after-the-fact "advice" from 2005; or possibly (2) this is harder than it looks and all your criticisms of George Bush were crap.

It's one or the other. So tell me which one you're going with.  I'm waiting.
