There's a lot more detail about the inevitable relationship between liberal democracies and large unaccountable bureaucracies in Auron MacIntyre's "The Total State"

If Auron is correct, then even if you reduce or reform the bureaucracy, it will eventually return unless intentional mechanisms are established to prevent that.

At very best, it is always a matter of maintenance. This is because of man's sin nature: nothing drifts in a direction you would want it to go.

I also recommend Robert Higgs' "Crisis and Leviathan".
